Risks to both our client and Council were minimised by implementing a remedial strategy that was protective of human health, and fit for purpose.


Situated in Penrose, the site covers an area of approximately 10,700 square metres. It’s been subject to filling activities, including asbestos-contaminated fill, and has been vacant for many years.

In order to redevelop the site, our client needed to determine how contaminated the soil was, and what actions were needed to reduce health risks to those on site.

In addition, safe handling and disposal of any contaminated soils needed to be managed. 


Thorough testing of soils showed low levels of asbestos contamination that could pose a health risk if disturbed and made airborne. Historically, Auckland Council has preferred contaminated material to be disposed off site. We developed control measures to enable these materials to remain on-site during redevelopment works and future commercial use of the site.

Management plans outlined specific protocols regarding personal protective equipment, equipment decontamination and air monitoring during earthworks to prepare the site for redevelopment. We also designed a site cap to manage asbestos risk on site, as well as annual inspections of the cap and controls around future on-site excavation activities.

Our design of the site cap reduced the additional works required by incorporating features already in the redevelopment plans, such as the location and thickness of building foundations. These controls reduced the need to remove material off-site, resulting in significant savings in disposal costs while effectively reducing potential health risks associated with the previously unmanaged asbestos contamination at the site.


Our remedial solution resulted in a cost-effective management solution for the site and transformed the property into a viable commercial development proposition. Risks to both our client and Council were minimised by ensuring our remedial strategy was protective of human health, and fit for purpose, considering the ongoing commercial use of the site and surrounding properties.
